ALGORITHM OF DEVELOPMENT AND ADOPTION OF THE STRATEGY FOR ENSURING THE DEVELOPMENT OF THE INFORMATION SPHERE OF THE ECONOMY OF UKRAINE

Abstract

In the article the author formed a theoretical and methodological basis for ensuring the development of the information sphere of the economy, which is deployed in the plane of institutional and systemic approach with the definition of key characteristics of such development, highlighting its patterns, relationships and dependencies, and is presented in the concept, specification of its tasks and infrastructure components. This allowed to form scientific preconditions for substantiation of strategic imperatives of perspective development of information sphere of national economy and increase of its contribution to social production. The methodological scheme of formation and realization of strategy of maintenance of development of information sphere of economy of Ukraine which dialectic is presented through interconnected stages and procedures (development of system of the purposes of maintenance of development of information sphere; complex analysis of development of information sphere; construction of model of problem situations; definition of strategic alternatives; adjustment of initial versions, plan of current and long-term measures to implement the strategy), taking into account the current state of the information sphere of the national economy and many socio-economic and territorial-sectoral factors of influence. This allowed to form the targets of development of this area, to determine the set of opportunities to increase the quantitative and qualitative indicators of its functioning.
